Turn photos of pages into a single PDF

You photograph a five-page document and send it. The reply asks for "one PDF, please". Five photos and one PDF are different objects to the office receiving them, and the portal may also want the result under 300 KB.

How-to

Photos mean five files to open, an order that gets lost, and pages that print at different sizes. One PDF solves all three.

What the camera decides

Conversion can be redone any time. A badly shot photo cannot. Reshooting is almost always faster than fixing.

  • One page at a time, with the whole sheet inside the frame. A cropped corner never comes back.
  • Avoid your own shadow. Standing between a ceiling light and the page is the usual culprit.
  • Shoot straight down. A page photographed at an angle becomes a trapezoid, and no conversion will square it.
  • Let the filenames carry the order. Phones number photos as you take them, so shooting in order is usually enough.

If your phone has a document scan mode, use it. It finds the edges of the paper and flattens the page for you. On iOS it lives in the Notes app; on Android, in Google Drive.

No scanner app needed

Many people in India got used to a dedicated scanner app for this, and then had to look for another one after the government's June 2020 order, which the PIB press release describes as a decision "to block 59 apps". Threads asking for free alternatives to scanner apps are still common, for example on r/androidapps. You do not actually need one to get a clean single PDF.

  • Take the photos with the normal camera, or with the document scan mode in Google Drive on Android or Notes on iPhone, which crops and flattens the page.
  • Open Images to PDF in your phone browser, choose all the photos, drag them into order, and save one PDF. iPhone HEIC photos work as they are.
  • Pick "Fit to A4" if the PDF may be printed, so every page comes out the same size.

Nothing is installed, there is no account, and no watermark is added to the pages.

Three ways to combine

1. With what is already installed

PlatformHow
macOSSelect the images in Finder, right-click, Quick Actions, Create PDF
WindowsSelect the photos, right-click, Print, and choose "Microsoft Print to PDF"
iPhoneSelect in Photos, Share, Print, pinch to zoom the preview, then share to save

All free, nothing to install. Reordering pages or dropping one from the middle is fiddly, though.

2. In the browser

For a work computer where you cannot install anything, or when you want to see the order as you set it.

The EZPZ File image-to-PDF tool, with a drop area in the middle of the page.
Drop the images in and they become one document, in order.

Combine images into a PDF

Nothing is uploaded, so contracts and ID scans are safe to handle this way.

3. Straight from the scanner

If you are using an office copier, set the scan output to PDF rather than JPEG and turn on "combine into one file". Then it arrives already bound. It is the least work, and the setting is usually left on JPEG.

When the order comes out wrong

Noticing that pages 3 and 4 are swapped after you have combined them is common. You do not have to start over.

Reorder PDF pages

Upside-down pages get rotated; pages that should not be there get deleted.

When it comes back as "too large"

A PDF made of photos passes 20MB easily. A single phone photo is 3 to 5MB, so five of them get you there.

If it will not fit an email, shrink it. Documents you only need to read survive a fairly aggressive reduction.

Shrink a PDF

Size limits after combining

Combining is the easy part. The portal limit is usually what stops you, and Indian portals count in kilobytes, not megabytes:

WhereOfficial limit
DigiLocker (your own uploads)"Maximum allowed file size is 10MB", and the accepted types are pdf, jpeg and png
NEET (UG) 2026 identity proof"between 50 kb to 300 kb"
Indian e-Visa, passport bio pagePDF, minimum 10 KB, maximum 300 KB

Sources: the DigiLocker FAQ, the NEET (UG) 2026 Information Bulletin and the Indian e-Visa site, checked October 2026. Limits change with each notice, so check yours before you scan.

Five phone photos at 3 to 5 MB each make a PDF far over 300 KB. Shrink the photos before combining or compress the PDF afterwards: for a fixed cap, compress straight to 200 KB or to the exact size the form gives. Scanning only the pages they asked for helps more than any setting.

Before you send it

  • Does the page count match the paper? A page going in twice, or not at all, is the usual mistake.
  • Is every page the same way up? One sideways page ruins the printout.
  • Can you read it at 100%? If you cannot, neither can they.
  • Did anything private get into frame? Other paperwork on the desk shows up more often than you would think.

Common questions

How do I make one PDF from many photos on my phone?
Open Images to PDF in your phone browser, choose all the photos at once, drag them into order and save. HEIC photos from an iPhone work as they are. No app is needed.
Why is my combined PDF too big?
Each phone photo is several megabytes, and the PDF holds them all at full size. Compress the PDF afterwards, or compress it to the exact size the portal asks for, and leave out pages nobody asked for.
How do I make a photo look like a scan?
Use a document scan mode while shooting (Google Drive on Android, Notes on iPhone), which crops to the page and flattens it. Shoot straight down in even light with no shadow. Combining the photos into a PDF does not change how they look, so get it right at the camera.
How is the page order decided?
Most tools sort by filename. If you shot the pages in order, that matches. To be certain, prefix the names with 01, 02, and so on.
Can I copy text out of a scanned PDF?
No. A PDF made from photos contains pictures, not text. Turning it into text needs OCR, which is a separate step.
How many pages can I combine?
Browser tools are limited by device memory. Dozens are fine; for hundreds, combine in batches and merge the results.
